New version of download patch, incorporating modifications from bug 619

The <unpack> element in CVS currently does much of what Vassili's <download>
element does, other than supporting multiple URLs to download from.

Can someone enlighten me as to any significant reason we should support both?
I'm not opposed to it, in fact my profiles currently use it, but I think the
<unpack> element could handle it with some small enhancements.

If we decide to incorporate <download>, here is a patch to add it, subsequent
to the patch for bug 619 being accepted (so we don't have duplicate digest
computation code, and new-download.c won't require SSL).
