It's used like this in my profiles:

<configure>
	<prefix>CFLAGS="-Os -march=athlon -pipe"</prefix>
	<prefix>CXXFLAGS="-Os -march-athlon -pipe"</prefix>
	<param>--prefix=/usr</param>
	<param>--disable-nls</param>
</configure>

Basically, configure takes three sets of input: command, prefix(es), 
parameter(s). The final command line is constructed as:

<prefix> [<prefix> ...] <command> <param> [<param> ...]
