The very simple solution is a STAMPDIR like gsbuild.  At the end of a
package, `touch $STAMPDIR/$PACKAGE'.  Then, the normal building code
is simply wrapped in an if-else.

if [ ! -f $STAMPDIR/$PACKAGE ]; then
    build_package_function
    touch $STAMPDIR/$PACKAGE
else
    echo "$PACKAGE is already built"
fi
