I think you meant librsvg-2.40.10

I didn't have this problem:

$ vala --version
Vala 0.28.1


$ xzgrep -i vala librsvg-2.40.10-2015.08.09-09h18m48s.log.xz
  --enable-vala=[no/auto/yes]
