problems with sysklogd

I've been having problems in that area too.  Specifically, it hangs on
when it says "Starting system log daemon..."

I've tried re-making sysklogd and I've tried deleting init.d rc* and
sysconfig and copying the scripts all over again with no luck.  What am I
doing wrong?
