The first thing to go wrong would be someone missing this out of
the Makefile:

install-info /usr/share/info/wget.info /usr/share/info/dir

Type that yourself, and you should have an info page.

The older versions of wget are missing the INFO-DIR-ENTRY
from the info file. All info files should have something like
this near the start:

INFO-DIR-SECTION Net Utilities
INFO-DIR-SECTION World Wide Web
START-INFO-DIR-ENTRY
* Wget: (wget). The non-interactive network downloader.
END-INFO-DIR-ENTRY

If they do not, you can add it youself, or type:

install-info -e "* Wget: (wget). The non-interactive network downloader."\
             -s "Net Utilities" /usr/share/info/wget.info /usr/share/info/dir
