You can be reasonably confident that it is not the kernel. I use
devfs, and have it mounted automatically by the kernel. The first
thing to run on my machine is lvmboot, which needs proc mounted
to detect and activate logical volumes. lvmboot mounts proc itself
because kernel 2.4.17 didn't.
