/etc/ppp/ip-up not working

Yes I have got a shell at the top #!/bin/sh.  In fact I even copied the 
ip-up script from my mandrake installation and even that didn't get 
called.  I must be doing something dumb but I just can't work it out.

Anymore ideas??
