Grep (sed) construct

I'm having a problem with sed and/or grep. I've got a file with
something like:

four=xxx
three=${four}
one two ${three} ${four}
one two ${three} ${five}
one two ${three} ${six}

I need to sed out the third and fourth lines without destroying the
other lines, yet I can't seem to figure out how to match _only_ 'one'
(which only occurs in those 3 lines) without ${six}. Any ideas would be
greatly appreciated. :D
