Installation using the package user hint?

This is just a guess. I've installed TeX many, many times in the
last few months using the BLFS instructions, and it always seems to
work just fine.

As far as the files you are missing, I just don't know what the
'package user' hint does, but we sure do get a lot of questions from
folks about the BLFS installations when they use it. The files you
seem to be missing should be located as follows:

rml at rmlinux: ~/build > find /usr/share -name latex.fmt
/usr/share/texmf-var/web2c/latex.fmt

rml at rmlinux: ~/build > find /usr/share -name latex.ltx
/usr/share/texmf/tex/latex/base/latex.ltx
