I build elfutils as a dependency for rpm in the tool chain and for the 
final system

This is my configure for tool chain
./configure --prefix=/tools --program-prefix="eu-" --with-bzlib=no 
--disable-werror

This is for the system

./configure --prefix=/usr} --bindir=/usr/bin --libdir=/usr/lib 
--disable-werror --program-prefix="eu-"

It builds for me using LFS-7.4 in the tool chain and builds under rpm 
for chapter 6
