Yes, you can also use a livecd to do something like this:

mkdir -p /mnt/{oldroot,newroot}
mount /dev/sd<old> /mnt/oldroot
mount /dev/sd<new> /mnt/newroot

cd /mnt/oldroot

tar -cf - . | tar -xf -C /mnt/newroot -
