You could try just "/tools/bin/env". If it runs, then "$LFS/tools/bin/env".
(is LFS set?)

And what about /tools/bin/bash and $LFS/tools/bin/bash?

Also, you've already asked a question about glibc. What did you do to make it
build? Knowing what you've done could help us diagnose what is going wrong...
