If tidy complains about unclosed <li>, <p> or so, it is completly bogus:
they are perfectly legal in HTML. According to the HTML 4.01 reference:

# <!ELEMENT LI - O (%flow;)*             -- list item -->
#   %attrs;                              -- %coreattrs, %i18n, %events --
#   >
#   Start tag: required, End tag: optional

The only thing is that XHTML requires all close tags (including empty ones,
like <hr>, that should be written <br />.
