Mozilla does this - if the page in question has a valid DTD
declaration at the top of the page (DOCTYPE), and it says HTML 4 or
XHTML (but not HTML 4 Transitional) then Strict mode is used -
otherwise the bug-compatible "quirks" mode is used.
